Jeffrey "Jeff" Reynard

Juvenile Magistrate

Magistrate Reynard has served Central Ohio and the Franklin County Juvenile Court since April 2017. He hears juvenile delinquency, traffic, unruly and child welfare cases, conducting preliminary hearings, reviews, pretrials, and trials as needed. 

 

Background and education 

Before his appointment to the bench, Magistrate Reynard practiced law for over 17 years in Central Ohio, representing clients in juvenile, criminal, traffic, and bankruptcy matters. He earned his B.A. in Political Science and Criminology from The Ohio State University in 1996 and his J.D. from The Ohio State University’s Moritz College of Law in 1999. 

 

Judicial approach 

Magistrate Reynard is dedicated to upholding fairness, due process, and the individualized needs of the youth and families who appear before the Court.  As part of a Juvenile Detention Alternatives Initiative (JDAI) court, Magistrate Reynard is committed to using data-driven strategies to reduce unnecessary detention, eliminate racial and ethnic disparities, and promote equitable outcomes for all youth. His approach balances accountability with rehabilitation, focusing on long-term success and community safety through developmentally appropriate and restorative practices. 

Courtroom Preferences and Practices 

Attendance and Punctuality 

  • Mandatory Appearance: All parties and counsel must be present for scheduled hearings unless prior approval has been obtained from the Court. 
  • Be On Time and Prepared: Hearings will begin promptly. Be ready to proceed at the scheduled time. 
  • Check In: Check in with the court officer inside the courtroom upon your arrival. 
  • Emergencies: If an emergency causes delay, notify the court officer or magistrate’s secretary at (614) 525-5295 immediately. 
  • Consequences of Tardiness: Failure to appear on time may result in: 
    • The hearing proceeding without your presence, or 
    • Dismissal of the case. 

 

Professionalism and Civility 

  • Dress Code: Wear appropriate, professional attire. 
  • Conduct: Show respect and courtesy toward: 
    • Court staff 
    • Attorneys and parties (including opposing counsel) 
    • Any other courtroom participants 
  • Behavior Expectations: Civility and professionalism are required of everyone entering the courtroom. 

 

Diversion and Mediation 

  • The Court encourages diversion and mediation whenever possible. 
  • In line with the Court’s adherence to JDAI principles
    • Formal court involvement in delinquency and unruly matters should be avoided if alternatives exist. 
    • When appropriate, efforts should be made to divert or mediate cases prior to or at the initial hearing. 
  • Mediation may be ordered both pre- and post-adjudication and will be liberally used when suitable. 

 

Trial Procedures 

  • Be Prepared: Counsel and clients must be ready to begin trial at the scheduled time. 
  • Resolve in Advance: Negotiations and agreed resolutions should be finalized before the scheduled trial time. 
  • Exhibits: Pre-mark all exhibits and provide copies to opposing counsel before the trial. 
  • Stipulations: Parties are encouraged to enter into stipulations where appropriate. 

Technology Use 

  • Available Equipment: A television, overhead projector, and computer equipment are available for hearings and trials. 

 

Guardians ad Litem 

  • Required Compliance: 
    • Reports are important and reviewed by the Court prior to hearings. 
    • Ensure reports and information are timely filed, current and complete. 
    • Follow: Franklin County Local Juvenile Rule 4 and Rule 48 of the Rules of Superintendence for the Courts of Ohio.
